The Philippines consumed approximately 1.3 百万公吨 of palm oil in 2017. The Philippines reserves the right to issue a temporary ban

According to World Trade Organisation (世界贸易组织), “A WTO member may take a safeguard action (例如, temporarily restrict a product’s imports) only if the increased imports of the product are found to be causing, or threatening to cause, serious injury.”

The importation of palm oil caused harm to the Philippines’ copra market. 因此, under WTO rules, the government would be within its rights to restrict the import of palm oil from Malaysia and Indonesia.

The Philippines has taken measures to protect its copra exports before. 在 1995, the Filipino government raised a 争议 with the WTO when Brazil imposed duty on its desiccated coconut export. Indonesia has attempted to appease the Filipino government

Indonesian Trade Minister Enggartiasto Lukita even urged Filipino exporters to start exporting agricultural products to Indonesia.

Under the ASEAN Trade in Goods Agreement (ATIGA), Malaysia and Indonesia enjoy tariff-free rates on palm oil. ATIGA has promoted the free flow of goods across ASEAN by reducing trade barriers and deepening economic cooperation.
